        You are invited to attend the annual Manufactured Housing Workshops hosted by The Attorney General’s Office in the month of October.  The schedule and locations are listed below:

 

Sussex County  Monday, October 17th from 6-8pm Indian River Fire Hall,  32628 Oak Orchard Road, Millsboro DE 19966

 

Kent County Tuesday, October 18th from 6-8pm  DNREC Auditorium, 89 Kings Highway, Dover DE 19901

 

New Castle County Wednesday, October 19th 6-8pm NCC Government Center, Gilliam Multi-Purpose Room, 77 Reads Way (Commons Boulevard), New Castle DE 19720

 

There is no registration required to attend this workshop.  There will be representatives from the Delaware Manufactured Home Relocation Authority, Inspection and Code Enforcement from Kent, Sussex, and New Castle Counties, DHSS Office of Drinking Water, DNREC, and community liaisons from New Castle County Police Department and the Delaware State Police.

Information provided and discussed will include the rights and responsibilities of a resident or owner of a manufactured home community, navigating Delaware’s manufactured home law, and how to file a complaint with the Attorney General’s office, Consumer Protection Unit or other appropriate agency. 

So that we may acknowledge your attendance, a confirmation of attendance would be greatly appreciated.  If you have any questions and/or need further information, please feel free to contact myself or Deputy Attorney General Gina Schoenberg.  I have attached to this email the flyer for the events which you should feel free to circulate widely.

    One would have to assume, considering the number of manufactured housing parks within the 41st District, Representative Rich Collins would be very interested in attending this workshop. And I am sure he is, as long as there are no scheduling conflicts, as long as nothing more important comes up.

  Yes, one would have to assume Rep. Collins would be anxious to attend. And if one did assume this, one might be wrong. Here is Rep. Rich Collins’ reply back to all listed in that original email, Republican and Democrat alike.

I’d like to start suggesting to all agencies and groups that October during an election year is a very bad time for government hearings and meetings.  As an elected state representative, I want to be involved in the things that affect my constituents and I’m sure others do as well.  I’ve got to believe that election activities might preclude that for many of us, and even many of our constituents.

 

Again, this is not directed at the Attorney General’s office, nor is it a criticism.  I’m going to make this same statement to other agencies as appropriate.

   Well as we can clearly see from this reply, Rep. Rich Collins seems to place more importance upon running for office, than he does on serving the office he was elected to.  Just look at the word he used, “preclude” which means, “to prevent the presence, existence, or occurrence of; make impossible”.  So, in Rep. Collins’ world, the scheduling of this workshop in October of an election year, doesn’t just make it difficult for him to attend, it makes it impossible.

Really? Impossible?, Why is that. One would assume, if it is so impossible to attend all three meetings, he could certainly attend the one meeting in Sussex County, where he is more likely to hear the comments and views of constituents from his home district. After all, it’s only one night, for only two hours.

Is that too much to ask of a representative? In an election year? Once again, one would assume a representative of the people, would want to be seen working hardest during an election year, not to be seen complaining about having to.

I wonder what Rep. Collins feels is more important than attending a workshop, on a topic which is so important to his District? Well the 17th of October is the first day of Sukkot, maybe he will be making a pilgrimage that day.

And in all honesty, I am sure other legislators feel the same way, but I do question the judgement of Rep. Collins for putting it in writing in an email, not just to the Attorney General’s office, not just to his own Republican Caucus, but he replied to the entire General Assembly, including Democrats.  SMH! Is it something in the water of the 41st, which causes that District’s Representatives to make such poor choices? I’m just saying.

Let us not forget, this is not the first time Mr. Collins has allowed his desire to win an election, to cause him to make a poor decision. It was alleged during his first run, that he worked a funeral. And I thought only Bethany Hall-Long did that.

I think the response to Rep. Collins  statement of dissatisfaction, with the scheduling of the workshop, from Rep. Trey Paradee says it all.

    The Attorney General’s office sent the email to Rep. Jack Peterman, who is still dead from what I understand. I guess Tipi didn’t get that memo.

    In an election year, the smart thing for an agency to do is to wait until after the election to hold an informational meeting, so legislators who will actually be seated in the next general assembly have the information.

    You may also want to sit back and think about why our very liberal and Democratic AG’s office would want to hold this meeting, which is really not that important and contains absolutely nothing that can’t wait one month, during the height of the election season.

    Rich Collins is a good and solid right wing legislator. He’s been a key player in rolling back DNREC regulations that are killing small businesses – which is exactly what Delaware needs more of. If his opponent wins, you can kiss any chance of fighting DNREC good-bye.

    Don’t believe me? Well how many DNREC regulations were rolled back and taken off of the table before Rich Collins became a legislator? Now ask a few chicken farmers what DNREC’s Stormwater Regulations did to their ability to do business and expand before Rich Collins fought to have them negated.

    Huh? If a constituent complained to Collins about a manufactured housing community problem, Collins would probably refer them to state experts involved with this issue. People and agencies like…

    In response to an inquiry, Representatives usually either ask an expert in the field in question or refer the constituent to the appropriate expert/agency related to the problem. The experts will be at the workshops. What is the need for Collins- or any other Rep- for being there?

    One might also ask- why not hold the workshops after the elections, when new reps have been sworn-in to office?

    No matter. Despite Frank’s consternation, Collins will cruise to a victory in November.

    Frank, you’re correct and I was wrong about these particular meetings. Thank you for pointing it out.

    I’ve attended a flood of lightly attended genuine regulatory meetings in the last 2 weeks, and over many years, with lots more to come. I shot off my mouth before I fully inspected what these particular meetings were about out of frustration with the amount of government rule making that goes on without most citizens being aware or able to participate.

    I will attend the Oct. 17th workshop at Indian River Fire Hall. I’m sure it will be a great opportunity to hear the concerns of my constituents and learn more myself.

He has launched a one man attack on the DE Inland bays by attacking storm water runoff and sediment control regulations as well as fighting increased set back and buffer requirements for multinational developers who come in LLC to rape the land and extract the wealth of the area then run out without having any responsibility for the impact of development !!!!

    Ride around this morning and look at any stream or tax ditch. Most are full of mud emptying into the inland bays. And he and other republican legislators want to waste money dredging water ways but can’t/won’t understand the problem that causes the water ways to be clogged with sediment in the first place. And I thought that republicans were supposed to be fiscally responsible lol. When a rain storm washes in a 100 year year sediment like it did today, we have a big problem that the republican legislators want to dump on the taxpayer to protect developers!!

    This meeting is hosted by the Department of Justice. It is an annual meeting and is not an information session for legislators. Its purpose is to bring all the state agencies with jurisdiction over manufactured housing issues to one spot so that they can address interested manufactured housing residents and respond to their questions and concerns.

    I attended this meeting when I was a member and then chair of the Delaware Manufactured Housing Relocation Authority and I found that serious issues could be directed to and addressed by the proper agencies. Elected officials are invited so that they can better familiarize themselves with issues their constituents have.

    Whatever you think you know about the Manufactured Homeowners Association is bull. I have been there for 12 years, and I know who and why certain people have lied about this group of hardworking volunteers who are only helping homeowners being abused by greedy landowners.You don’t know squat.

    But our friend Mouse, it was the Developers who brought in the Out of Staters who vote overwhelmingly Democratic (Schwarztkopf) you should love Developers. And this is important, if it weren’t for Developers the only place you could shop for groceries would be Food Lion and maybe a Walmart and we will never get a Whole Foods. Quickly Mouse move to Wilmington and then you will only be short drive from the sparkling clear waters of the Keystone State. I don’t see Collins as the one to blame, plenty of Democrats support Development.
