      The recent controversy involving two of Sussex County’s County Council members, Sam Wilson, and Vance Phillips over comments made during the grant and aid segment of the regular weekly meeting, in regards to a grant request from the   Lower Sussex Branch NAACP Youth Council, has drawn attention to not only the views of the two councilmen, but also to discretionary spending in general.
